Freezing weather is hindering rescue teams in Turkey and Syria as they race to save people still trapped in the rubble after a 7.8-magnitude earthquake in the early morning hours Monday ripped through the region. Turkish President Recep Tayyip Erdogan declared a state of emergency in 10 provinces Tuesday as residents in some cities dug for loved ones with their bare hands. In Syria, the disaster compounded an already dire humanitarian crisis made worse by more than a decade of sanctions and war.
